The future ferry fleet: getting the right boats for the job

Few tasks in ferry planning are more difficult - or more important - than fleet planning. 

If you want maximum flexibility in crewing, training and assignment across routes, the fleet would comprise a single vessel class. Having one class also makes the maintenance task simpler and less costly. 


But having one class is not an option for Sydney, where the range of operating conditions call for at least three different types of boat -  one that can cope with big swells in the outer harbour; a smaller, nimble one running at mainly low speeds in the inner harbour; and another with shallow draft and moderate speed (up to 20 knots) on the Parramatta River. 

There is also the problem of the legacy fleet where many of the existing vessels are not yet at the end of their economic life. They may not be exactly the sort of boats you now need, but it is not a commercial proposition to replace them immediately. 

Planning in a Changing Environment

You have to play a long game in Sydney, envisioning what you would like the fleet to look like in 20 or 30 years when it is eventually possible to transition away from the legacy fleet. That long view needs to deal flexibly with changing demand and have an eye to advances in marine technology.

Due to three converging circumstances, now is a good time to develop such a plan.

  • The current Freshwater Class Manly ferries are reaching the end of their economic life. This milestone is fast approaching as it becomes obvious that the competition - the smaller capacity catamaran class operated by the Manly Fast Ferry company - is the sort of boat that's better suited for this corridor, when operating at high frequency.
  • Renewal of the ferry terminal at Circular Quay is also imminent.  Retirement of the Freshwater Class will free up berths in a redeveloped Quay. Right now, two berths on Jetty 3 are allocated to the special requirements of the Freshwaters and another on Jetty 2 is assigned to the Manly Fast Ferry. Reducing the requirements for the Manly corridor to two berths, or even one, would have a transformative, decluttering effect.
  • Technology in vessel propulsion is progressing rapidly. Norway, which has one of the world's largest ferry fleets, will only operate electric or hydrogen powered vessels from 2026. Electric vessels use lithium-ion batteries which get "top up" charging when docking. They often use automated docking technology to save time and reduce operating costs. The technology is best suited to vessels on shorter runs and relatively low speeds, and would be well suited to Sydney's Inner Harbour routes.

A Fleet Replacement Plan


The coming together of these three events makes the optimal fleet replacement strategy reasonably clear and straight forward:

Outer Harbour 

Co-inciding with Circular Quay's renewal, the Freshwater Class boats need to be retired and all services to Manly operated by a frequent fast ferry. The question is then by whom and using what boats? Manly Fast Ferry probably has capacity to expand its fleet and operate all Manly services. Equally, Transdev Sydney Ferries could do the job using the new outer harbour version of its Emerald Class boats, which are expected to enter service in 2020 or 2021. 

I lean towards the Emerald boats as they offer more inside seating than the MFF vessels (a better experience in cold, wet weather). It would also allow Jetty 2 to be customised to loading Emerald Class vessels, whether operating to Manly or Watsons Bay. This would likely mean the acquistion of more outer harbour boats as headways will need to narrow to 10 minutes in the peaks and on week-ends, especially in summer. 

Planning for Circular Quay should be on the basis of accommodating higher frequencies (7.5 or 6 minute headways) as a contingency against future demand growth.

Inner Harbour

Fleet replacement for the Inner Harbour is a longer term proposition. Transdev Sydney Ferries intend refitting the iconic, Alan Payne designed First Fleet Class boats to extend their lives by at least 10 years, but planning for their replacement should start now as the redevelopment of Circular Quay will have to accommodate whatever replaces them, even if that's 10, 15 or 20 years away. 

The First Fleeters have a capacity for 400 passengers and operate with three crew. The replacement class does not need to be this big. Smaller vessels (say 200 capacity) with a crew of two will be far more efficient: 

  • some routes currently operated by First Fleeters (eg Double Bay and Neutral Bay) never reach 50% capacity, even on peak runs.
  • for other routes, like Taronga Zoo and Barangaroo, extra services can be scheduled to increase frequency where justified by demand.
The savings achieved by operating boats with two crew instead of three far exceeds the extra cost of operating more frequent services in peak demand periods. It can also mean that late evening services on the inner harbour could be made more frequent, with headways reducing from the currently unattractive 60 minutes to 30 minutes.


Another benefit of smaller boats is the reduced footprint at Circular Quay, with the potential to unload two vessels from the same side of a pontoon.

Further cost savings can be made by the new inner harbour boats using low emission, all electric propulsion. Maintenance costs would be cut and the passenger experience enhanced by the quiet operation of electric ferries.

Parramatta River

Transdev Sydney Ferries has already committed to acquiring ten new purpose built catamarans for the Parramatta River, replacing two HarbourCats and four SuperCats. Presumably the plan is for the RiverCats to be retained in the short term, before moving eventually to a single catamaran class for the River.

On demand services

Transdev Sydney Ferries has already purchased a small 60 capacity catamaran to operate its trial on demand service in the inner harbour and plans to acquire two more. This is problematic as there is a distinct possibility that an on demand ferry will not be commercially sustainable. A vessel with two crew and a capacity of 60 (more realistically 40 in wet, cold conditions), is not easy to plug into the inner harbour fleet when all the other boats have a capacity of 200. The smaller boats will simply be too small for timetabled services.

Conclusion

Nostalgia can be a powerful emotion, but it is a poor substitute for good policy. Just because past operations have featured big boats does not mean they are also the future. And the optimal future, providing higher frequency services at less cost to taxpayers, is this:
  • Emerald Class catamarans operating fast ferry services to Manly and Watsons Bay; 
  • a transition away from the 400 capacity First Fleet class in the Inner Harbour to a 200 capacity, all electric catamaran with a crew of two;
  • a single class of river catamarans for the Parramatta River.
If on-demand ferries prove sustainable, then the small 60 capacity waterbus recently acquired by Transdev Sydney Ferries will fit the bill for this purpose, but if on-demand does not get past the trial stage, then these cute little waterbuses may need to disappear along with the other retiring classes.

Could a refit to all electric propulsion save the Manly Ferry?

As Sydney icons go, they don't get much better than the double ended Manly Ferry. Not in the league of the Opera House or Harbour Bridge, but not far behind. Who visits Sydney from overseas or interstate without a ride across the Harbour on the Manly Ferry? 

The first daily service to Manly started in 1856 as part of a plan by the redoubtable entrepreneur Herbert Gilbert Smith to turn the then remote locality into a seaside resort. Ferry rides to Manly were hit and miss in the early days and frankly dangerous in rough weather. But under the management of the Port Jackson Steamship Company, operations reached maturity by the turn of the century. Paddle steamers were progressively replaced by vessels more fit for purpose and with a similar DNA to today's Freshwater Class: double ended screw propulsion, steel hulls, high forecastle to cope with heavy seas crossing the Heads, plentiful outside seating and a passenger capacity in excess 1,000. 


Six were built between 1905 and 1922 (Binngarra, Burra-braBellubera, Balgowlah, Barrenjoey (later renamed North Head) and Barragoola) by Morts Dock and Engineering Company. They had operating speeds of about 14 knots, sufficient to make the journey to Manly in 30 minutes. With a 15 minute turnaround at Manly and the Quay, three vessels could operate a 30 minute interval service all day, with one boat spare. More than a century later, the Freshwaters still follow the same pattern.

The current Freshwater Class vessels were introduced over six years, starting with the Freshwater in 1982, followed by the Queenscliff (1983), Narrabeen (1984) and Collaroy (1988). 

Friday's newspaper reports suggest that these four vessels will be retired soon, with Transdev Sydney Ferries opting to operate three new Emerald Class catamarans to Manly at higher frequency. This means the demise of the iconic double ended, mono hull Manly Ferry may not be far away.


When decisions are taken about an iconic brand like the Manly Ferry, there are some difficult issues to assess, balancing wider tourist and heritage values with the practical need to operate an efficient public transport system. 


It's a complex problem.

Leaving aside the iconic status of the Manly Ferry, even the efficiency issues are not straight forward. 


Superficially it looks simple. Emerald Class boats only have a crew of three, compared to six on the Freshwaters. That's a big saving in labour costs, plus the flexibility of being able to use the same crew for Manly and inner harbour services. 


There is also a massive saving in maintenance costs and fuel.


There is a logic in timing the Freshwater retirements with the planned redevelopment of wharves at Circular Quay. The Freshwaters have special terminal facilities at Jetty 3 at Circular Quay (and Manly) for loading and unloading passengers to the main and upper decks. This will not be required if the Manly run is operated by Emeralds, potentially making an extra berth available at the sorely congested Quay.


Emerald Class ferries can operate at high speed, which would enable them to compete with the Manly Fast Ferry (MFF) on speed, but this is prevented by an agreement made by the NSW Government that no MFF competitor can exceed 18 knots on the Manly route. This is a significant for Transdev - at best the trip will take 25 minutes at 18 knots, compared to 20 minutes by MFF.

Many people have raised the objection that the Emeralds don't have sufficient capacity - 400 as against 1,100 on the Freshwaters. The truth is that, other than sunny Sundays, the Freshwaters rarely reach more than 40% capacity. The operator could switch other Emeralds into the Manly runnings for these predictable peaks, increasing frequencies to four or five per hour. 

The unsubsidised NRMA owned Manly Fast Ferry (arguably more beloved by Manly residents than what they disparagingly call the "slow ferry"), has been a huge success since launching in 2009.  It now departs every 10 minutes in the peaks and 20 minutes off peak; and the fares are not much higher for regular users than Opal fares for the slower, less frequent Freshwaters. 

But the MFF will be affected by the recent decision to change the weekly Opal fare cap. The weekly cap, which only applies to trips taken on publicly funded public transport (including Transdev Sydney Ferries, but not MFF), will be reduced to $50. This means a Manly commuter with five return trips per week will pay $28 less by catching an Emerald boat instead of the NRMA peak service. That could be a saving of more than $1,000 a year or significantly more if the journey involves a bus or train connection (also covered by the $50 cap and transfer discounts). How this impacts on MFF ridership is difficult to predict, but it may mean Transdev will start to pick up more of the commuter market, which it almost entirely lost to MFF.

Sentimental objections to the loss of the Freshwaters will be great and perhaps a compromise solution will be arrived at. Maintenance and fuel costs would be substantially reduced if the Freshwaters were converted to all electric propulsion. With current new technology, the 15 minute turnarounds would be long enough to charge the boats for each 30 minute journey. 

This would not offer the efficiency gains that Transdev would achieve by retiring the Freshwaters, but the fuel and maintenance cost savings would still be significant compared to current arrangements. 


The move to electric propulsion in ferry transport is sweeping the world, led by Norway as they have with electric cars. Australia needs to get on board at some stage and the Manly Ferry would be a highly visible place to start.


And if you thought the Freshwaters are already iconic, who could fail to be charmed by an all electric Manly Ferry entering Sydney Cove, silent but for a passing boat's wash slapping on the bow. It would be like the return of the steamers.

Making the ferry network more useful and efficient

Now is a critical time for the Sydney ferry network, with decisions imminent on the design of the Circular Quay terminal. Those decisions will have a lasting impact on the usefulness and efficiency of ferries as a mode of public transport in Sydney. The presentation canvasses some of the key issues.

One size fits all is not the best solution for Circular Quay


There may be other transport projects in Sydney with a higher profile, but none is more important to the future of ferries than the NSW Government’s plan to rebuild Circular Quay.

Squeezed tightly into the head of a narrow 275 metre wide cove, Circular Quay is the main terminal for eight lines of the Sydney Ferry network. It’s also used by an assortment of non-subsidised ferries, water taxis, cruise boats and massive cruise ships. The importance of getting the new design right hardly needs emphasising.

There are two ways to tackle a project like this. The first is a “one size fits all” engineering solution, where the architect is not clear exactly how the finished product will be used, so designs something to work for a range of possibilities. The outcome is useable, but only after a fashion.

Jetty 3 at Circular Quay was purpose built for the Manly Ferry, but the other jetties exemplify one size fits all thinking. Boats with a range of specifications can use jetties 2, 4, 5 and 6, but safe and efficient passenger exchange is sacrificed for the sake of versatility. The wide variation in freeboard (height of a vessel’s deck above water level), vessel length and gangway gate configuration make passenger loading slow and cause delays on crowded week-ends or in peak school holiday periods.

Try taking the ferry to Watsons Bay on a sunny Sunday afternoon if you want to see for yourself.

The alternative approach is customisation - setting standards for the vessels that use Circular Quay and building jetties compatible with those standards. Imagine how much more efficient ferry operations would be if the freeboard of inner harbour ferries was aligned to the pontoons where they berthed at the Quay. Using short but wide retractable gangways would allow ferries to unload quickly and free up space on pontoons. Applying standards to vessel length could also make it possible for two ferries to unload simultaneously from the same side of a wharf, saving further precious time.

It’s more efficient to have fast turnarounds at terminals than boats travelling at high speed over open water. Very fast ferries have high fuel consumption and the wash from fast ferries can be damaging to shorelines and marinas. So it’s better to save time in the vessel/wharf interface.

Allowing any boat, of any length, with any freeboard, or any variation of gangway gate configuration to use a redesigned Circular Quay is not a good option, or certainly not at berths allocated to the Sydney Ferries fleet. The design of wharves and vessels should be geared for fast turnarounds, befitting a modern mass transit system. This means wharf infrastructure projects must be integrated with fleet replacement planning.

Eschewing one size fits all thinking requires courage and vision. Courage and vision are good investments if they result in a well designed ferry terminal, more efficient ferry operations and a better passenger experience.

The case for simplifying Sydney's ferry network

Sydney’s waterborne transport network is growing. Commuters on the Manly Fast Ferry now enjoy a service every 10 minutes in the peaks and 20 minutes off peak. Captain Cook Cruises have extended their commuter offerings to Watsons Bay and now run regular timetabled services to the International Convention Centre and White Bay plus direct trips between Darling Harbour and Manly.

Services under the subsidised Sydney Ferries’ contract have also expanded with higher frequencies for Parramatta River runs and a more regular Eastern Suburbs timetable. Passenger comfort and convenience have lifted with six new Emerald Class ferries joining the fleet and a new terminal at Barangaroo. Redevelopment of Circular Quay is imminent.

But what may not be widely appreciated is how complex the Sydney ferry system has become. The complexity is partly due to Sydney’s diverse maritime environment. This makes differences in vessel design requirements unavoidable. The form of a ferry passing by Sydney Heads to Manly is not suited for operations in the calm, shallow waters of the Parramatta River or the narrow coves of the inner harbour. The problem is compounded by past ad hoc decisions on wharf infrastructure, network design and fleet replacement. There has also been a somewhat laissez faire approach to approving non regulated services.

Complexity has serious consequences. It has led to a poor fit between the design of vessels and wharves so passenger exchange is slow and needlessly adds time to journeys. Complexity makes operations more expensive with the cost ultimately borne by taxpayers who pay for operator subsidies. And Sydney Cove has become dangerously congested and is sorely in need of de-cluttering.

Above all, it is confusing and inconvenient for passengers. Your Opal card works on some trips but not others and there is no guarantee of a convenient bus connection or ferry to ferry transfer. It can be plain hard to get to where you need to go at a time that suits you.

Back in the 1970’s, engineers tackled the problem of complexity in another field of technology. Computers were becoming so complex that it was no longer practical for a person or single team to quickly build a complete system. To overcome this, the overall architecture of computers started to be designed to accommodate modularity. Different parts of a computer could be built by independent teams or firms so long as they followed explicit rules for integration. We are reminded daily of this advance through the magic of smartphone apps.

Modularity in the computing industry saved money and enabled the technology to evolve quickly.

The same principles can also be applied to public transport technology. Sydney’s ferry system could be so much more efficient and more useful for passengers if its architecture was also modular.

How? In a modular ferry system, services with similar requirements for speed, freeboard (vessel deck height above water level), passenger capacity and other vessel design parameters are grouped into separate “chunks”. For the main current local operator, Harbour City Ferries, the most logical arrangement is to split its network into four modules – outer harbour (Manly); Watsons Bay/ Rose Bay; inner harbour and Parramatta River - and for this structure to be reflected in the design of the redeveloped Circular Quay.

Modularisation simplifies. The team managing and seeking to improve one module can do so without disruption to or by other modules. Instead of wharves being a “one size fits all” compromise, they can be customised to match exactly the requirements of a particular vessel class. Wharf 3 at Circular Quay is already designed especially for the Freshwater Class Manly Ferry and works very effectively in loading and unloading large numbers of passengers. But other wharves at the Quay need to be customised too. For example, Wharf 2 could be adapted for high speed catamarans with a high freeboard. If each pontoon at the Quay was tuned to a particular vessel class, passenger exchange could be sped up significantly.

Non-subsidised operators can continue under this model, but they too should comply with rules for integration. These include timetables which make it easy for passengers to transfer from one service to another and full ticket integration. The fare structure must not penalise a passenger for transferring between ferries, or from a ferry to a bus or train, in order to complete a single journey. 

To fix the congestion problem in Sydney Cove, it may also be necessary to reconfigure some routes to reduce the number of ferry lines terminating at Circular Quay.

One of the strengths of modular networks is their adaptability. Future demand is hard to predict, but a modular network can be easily extended to meet demand fluctuations over time. For ferries that may mean adding a module or increasing service frequency in an existing module. Sydney’s developing Bays Precinct, including the Fish Markets, Glebe Point and White Bay, is a logical candidate for a new module. Seamless integration with the rest of the ferry network could be accomplished with timed transfers at Barangaroo to ferries headed for Parramatta and Circular Quay. Low emission, full electric ferry systems are now operating in Europe and could be ideal for use in the Bays Precinct. Independent but integrated, the Bays Precinct services could be run by either an existing or new operator.

There is a place for multiple ferry operators on Sydney Harbour, but the time has come for proper integration under a unified, modular network plan. This should be the number one policy priority for Sydney ferries. It is then possible to turn attention to the infrastructure required to support the network, including design of a redeveloped Circular Quay.

First run for a new Sydney Ferry Class

"Commodious" was a commonly used adjective for describing newly commissioned ferries in the Nineteenth Century. The Sydney Morning Herald breathlessly reported the launch of a new double ended steamer, the Wallaby, on 3 April 1879, saying it was "one of the most commodious boats of her kind constructed here".


The Herald also reported on the North Shore Ferry company's plans in 1882 "to build larger and (even) more commodious ferry steamers." Seven years later, the Company announced its order for a "commodious and swift harbour steamer...of a similar type to the Bunya Bunya". 

Over a century may have passed, but commodious and swift are also apt epithets for the latest addition to the Sydney Ferry fleet, the 35 metre catamaran Fred Hollows. It entered the runnings on the 0807 Darling Harbour service this morning and is the first new Sydney Ferry to be acquired in 16 years. Fred is the first of six boats to be acquired by the NSW Government in what will now be known as the Emerald Class.

Today was certainly a big one in Sydney's ferry history as there wasn't just a ferry launch -  the new four berth ferry terminal at Barangaroo South also opened this morning.

Customer experience

The extra 10 metres length compared to a First Fleeter makes a distinct difference. One passenger boarding at Balmain East gasped "it looks like we're catching the Manly Ferry".

Although the superstructure is evocative of the Alan Payne designed First Fleet Class (and they share the same passenger capacity - 400), the interior is far more spacious and comfortable. The two doorways on either side of the vessel should allow faster embarkation than the First Fleeters, if deckhands deploy two gangways.

And the Emerald Class is certainly swift, with a maximum speed of 24 knots. 

Passengers will also enjoy having more outside seating on the upper deck, including forward seating, a feature not available on the upper deck of First Fleeters. And in very Sydney style, there's no air conditioning. In summer windows can be opened to get the sea breeze and we wear a coat for the two months of the year when it's cold. 

There is less to like about Fred's external appearance. The straight lines of the hull don't compare well with the curves of a First Fleeter, but then aesthetics are a matter of personal taste. I'll probably get used to it.



A minor disappointment is the lack of a forward view from inside the main deck. The raised bow and outside seating obscures the view. Alan Payne was meticulous in designing the First Fleeters so that passengers inside had the best possible vision of Sydney Harbour. But this is a small quibble.


Operational considerations

Although it's the first in service, Fred Hollows is the second Emerald Class ferry built by Incat in Hobart. The first built - Catherine Hamlin - had some deficiencies, the main one being its capacity to manouevre in high winds. These were rectified in Fred Hollows, which has a bigger rudder and keel. Catherine will be similarly modified at the Harbour City Ferries Balmain Shipyard before entering service. 

It looks like Emerald Class ferries will be deployed on Watsons Bay/ Rose Bay runs, as well as Inner Harbour services (mainly Darling Harbour). They also have capability to back up the Manly Ferry in case of a breakdown. 

The benefit of a multi purpose class is that it offers the possibility of a simpler fleet configuration - perhaps the end game is a fleet of just three classes:

  • Freshwater Class (or whatever replaces it), operating Manly services;
  • RiverCats for the Parramatta River; and
  • Emerald Class for the Inner Harbour, including Watsons Bay/ Rose Bay (The First Fleeters probably have at least another 10 years life in them, so this is a long term strategy).
A previous post explains the benefits of a ferry operation minimising its vessel classes. It's a laudable goal. 

The challenge is that it is hard to build a boat which is well suited to long runs out to Watsons Bay/ Rose Bay and the shorter runs in the Inner Harbour. 

Watsons Bay and Rose Bay passengers have grown accustomed to a fast journey via the SuperCats for about 16 years, hence the requirement to retain fast ferry capacity on this route. But speed has a downside. Frictional resistance on a wetted hull means ferries travelling at 24 knots use a lot of fuel. If the Emerald Class boats are like the SuperCats, they will need to be refueled every day. That's a big cost disadvantage compared to the sedate 13 knot First Fleeters, which only refuel once a week.

Why deploy a 24 knot fast ferry in the true Inner Harbour (between Bradleys Head and Cockatoo Island), on routes where much of the distance traveled has speed restrictions of 15 knots or less? Improving the passenger loading process would achieve a better return in journey speed for the Inner Harbour routes.

But it is early days for the Emerald Class. If there is a common theme in the history of Sydney ferry fleet acquisition, it might be described as iterative. Time and experience leads to modifications and the best way of doing things just sort of unfolds over time. It will probably continue that way.

The retiring Ladies

It looks like the retirement of the Lady Northcott and Lady Herron, the last remaining Inner Harbour double enders, is now imminent. Many feel sad about it, including me. 

We feel sad because the two Ladies recall a distant past, before we were born, when large single hulled double ended screw steamers buzzed across Sydney Harbour. Many of us have a grandparent or Great Aunt who told us stories of coal dust in their clothes, the all day 10 minute headways between Milsons Point and Circular Quay or the exquisite wood lined interiors of the South Steyne. They are evocative of a Sydney that no longer exists.

The antecedents of the Lady Northcott and Lady Herron go right back to April 1879 when Sydney's first double ended screw ferry, the Wallaby, was launched. It was designed by Norman Selfe and built at Dunn's Berrys Bay boatyard. It was probably the world's first successful doubled ended screw ferry.

The tradition of naming the boats with the honorific "Lady" started in 1892, when two Walter Reeks designed ferries, Lady Mary and Lady Napier, were launched.

Double enders are in the DNA of Sydneysiders, so why wouldn't we be sad about losing the Northcott and the Herron? We're losing family. 

Double enders were once considered the only option for congested ferry operations in Sydney Cove as they removed the need for risky reverse manouevring. For many years, it was illegal for anything but a double ender to berth at Circular Quay. It's still a useful feature, but technology has moved on and the introduction of the highly manouevrable First Fleeters 30 years ago showed that single enders can reverse from the Quay without incident and with minimal loss of time.

Casting aside the emotion and sentiment, the rational self will admit the two remaining Ladies have had their day. Sydney's ferry system is not a museum. It's public transport and its future depends on efficient operation. Retiring the Ladies makes a contribution towards this objective.

In an ideal world, the most efficient ferry operation would have one class of vessel. This minimises maintenance costs, crew only need skills currency for one type of vessel and controllers have maximum flexibility in allocating boats across runnings. 

But the world of Sydney ferries is not an ideal one and it is not sensible or possible to use the same vessel class in all our marine environments. As posted previously on this blog, Sydney's waterways have diverse characteristics with four different sets of performance requirements:
  • the ferry to Manly can be subject to big swells when passing the Heads and difficult surge conditions at the Manly terminal.
  • the runs to Watsons Bay and Rose Bay are long and best suited to a high speed ferry. Customers' journey time expectations have been raised by the SuperCats.
  • Inner Harbour routes like Neutral Bay, Mosman and Darling Harbour cover short distances, but with multiple stops and speed restrictions: slower but highly manoeuvrable and fast loading vessels are needed for these conditions.
  • Parramatta River runs are different again with the need for shallow draught and low superstructure to allow ferries to pass under bridges.
So the best option would be to standardise the fleet into four vessel classes. 

Including the Lady boats and the newly acquired (but not yet in service) Heritage Class, there are currently seven (1), with all the inefficiencies inherent with this hotch potch. On top of this is a variety of charter vessels which are brought in to fill gaps in the runnings as needed.

Assuming the Heritage Class is the new standard for the Inner Harbour, it does make sense for the Lady boats to now leave us. Looking 10 or 15 years ahead, it will also be time to farewell the much loved First Fleet Class, so then there will be just one class of vessel operating in the Inner Harbour - the Catherine Hamlin and her many siblings - all with similar performance in speed over water, loading speed, manouevrability and capacity to stay on schedule.

There are those who point to the unique features of the Lady boats. They have a greater passenger capacity than either the First Fleeters or the Heritage Class. The Northcott can carry 800 and the Herron 550, while the newer Inner Harbour boats carry 400. But there is a solution to this, which is more agreeable to passengers. As a passenger, I would prefer a 400 capacity ferry operating at 15 minute intervals to Taronga Zoo than one carrying 800 passengers that runs twice an hour. For 95% of Zoo runs, a capacity of 400 is plenty when operating at 30 minute headways, so why not slot in extra boats for the times when demand requires more capacity? 

Another argument is that they are more fuel efficient than the Heritage Class, which will need to be fueled daily. Well, yes this is a fair point, but that is really a criticism of the performance specs for the Heritage Class. That's a topic for another post.

One of the major limitations of the Ladies is their unsuitability for use at tight manouevring wharves. They are now restricted to the Taronga Zoo and Mosman routes, with capability for Manly runs (Heritage Class vessels can do this too) or special event services to Cockatoo Island. They don't run to Neutral Bay, Balmain, Double Bay or Pyrmont Bay, a significant operational deficiency. 

Simplifying the fleet composition is an important step to making Sydney's ferry system more efficient. Sadly the tough decision to retire the Ladies is a necessary one.

Getting Ferry Passenger Exchange Right

I have long lamented how slowly Sydney ferries load and unload passengers. This delays services, causes connections to be missed and it's a cost burden for both the operator and taxpayers. The problem will be felt more accutely by passengers on the new Darling Harbour to Watsons Bay route, which starts in October. A long dwell at Circular Quay will prove very annoying for those wishing to travel the full distance from Barangaroo to Watsons Bay and return.

The problem stems from a variety of causes:

  • variation between freeboard (distance from the water line to the deck) across vessel classes. Wharf pontoons are set at a compromise height, which is somewhere between the high freeboard of a SuperCat and the low freeboard of a First Fleeter. This means manually deployed gangplanks must be used to bridge the gap; 
  • water can by messy at some wharves (the vessel itself can drag in wash), so a gangplank is necessary for safety in any case;
  • the internal layout of Sydney's ferries can restrict pedestrian flows and delay embarkation;
  • Egress from ramps at Circular Quay (especially wharves 2, 4 and 5) is restricted by cafes and crib rooms. On busy days, passengers trying to exit the ramps are confronted by a wall of passengers queuing to board. This also happens at King Street Darling Harbour and Pyrmont Bay, simply because the pontoons are too small with no physical separation of boarding and disembarking passengers.
There is no simple solution and improvements already under way should help. The internal layout of the new Heritage Class vessels is more open and passengers should load more quickly through the two doorways on each side of the main deck. The pontoons for the new Barangaroo terminal are much bigger than at the current King Street wharf.

But can more be done? Some overseas practices suggest we can do better.

Take the example of the Vancouver SeaBus. It takes 12 minutes for the double ended, 400 capacity ferry to make the crossing from downtown Vancouver to the north shore. There's a turnaround of two minutes at one terminal and four minutes at the other. 

How is it possible for 400 passengers to unload and another 400 to load in less than two minutes?

The Vancouver SeaBus was introduced in 1977. The service covers a distance of 3.2 km and is operated by a double ended catamaran with an operating speed of 13 knots - about the same as a Sydney First Fleet ferry. With this relatively modest speed over water, wash is minimised and fuel efficiency is much better than a faster boat. 

Where speed is achieved is in the turnaround component of the cycle time. Careful attention was obviously given to planning the passenger exchange process. The vessels have six double doors on either side and the two terminals are designed to load passengers on one side while passengers disembark on the other side.

It would be naive to think the same system would work in Sydney, with diverse maritime conditions and vessel requirements. And terminals like those used by the Vancouver SeaBus take up more space per berth than the current Circular Quay configuration. Even when the Quay is redeveloped, it's unlikely to be acceptable to have a terminal with fewer berths than the current design. 

This should not dissuade us from trying to improve passenger exchange on Sydney's ferries. The Manly Fast Ferries have already shown initiative by using four gangways on its services. Perhaps too there could be a rearrangement of berths at Circular Quay so vessels with the same freeboard used the same pontoon, so pontoon deck heights could be better aligned with vessels. 

These and other improvements need to be considered as part of the redevelopment of Circular Quay and future fleet acquisitions. But for this to happen, passenger exchange must be viewed as a strategic priority in Sydney's ferry planning process.

First thoughts on Sydney's new ferry

The first of six new inner harbour ferries, the Catherine Hamlin, was delivered to the Sydney Ferries shipyard in Balmain last Monday. But is it really an inner harbour ferry?

I haven't been on board yet to have a good look round and operational trials are a long way off completion, so this post is by no means a review. It's more a list of questions. 

The new boat's appearance certainly owes a lot to the Alan Payne designed First Fleet Class which was introduced to the Sydney Ferry fleet from late 1984. It is refreshing to see a new ferry that looks like it was designed 40 or 50 years ago. Alan Payne liked traditional lines, so the First Fleeters did not exactly look modern even in 1984, even though they were catamarans with many technological innovations. 

While it may look like a First Fleeter, there are plenty of differences, which is why this post starts by asking if the Catherine Hamlin truly is an inner harbour ferry. Sydney's ferries operate in a wide range of sea states, with differing performance requirements:

  • the ferry to Manly can be subject to big swells when passing the Heads and difficult surge conditions at the Manly terminal.
  • the runs to Watsons Bay and Rose Bay are long and best suited to a high speed ferry.
  • inner harbour routes like Neutral Bay, Mosman and Darling Harbour cover short distances, but with multiple stops and speed restrictions: slower but highly manoeuvrable and fast loading vessels are needed for these conditions.
  • Parramatta River runs are different again with the need for shallow draught and low superstructure to allow ferries to pass under bridges.
This doesn't do justice to all the requirements, but suffice to say that planning a fleet acquisition program for Sydney Ferries is complex, and more so when having to take into account the vessels retained from the legacy fleet.

Some aspects of the Catherine Hamlin design are striking. Its freeboard (the distance between the main deck and the water line) looks to be about the same as the Supercats, which is nearly 50 cms higher than the First Fleeters. It also has a raised foredeck and high bow. And it can operate at 27 knots, which is a little faster than the SuperCats. At 35 metres in length, it is hard to imagine it will be as manouevrable as a First Fleeter when berthing at one of those tricky inner harbour wharves. 

The high freeboard means that if the Catherine Hamlin visits inner harbour wharves normally serviced by First Fleeters, the steep incline of gangplanks will be difficult to navigate by passengers with disabilities or strollers. 

So will the six new ferries actually be used mainly for Watsons Bay, Rose Bay and as back up for the Manly ferry? Are the four SuperCats, the youngest vessels in the fleet before the Catherine Hamlin's arrival, scheduled for early retirement? 

Passengers will enjoy the freedom of movement inside and outside the new vessel, especially being able to walk right around the upper deck outside. Small children will have a field day. Having two gangway gates on each side of the vessel and two sets of doorways for entry to the main deck are another big benefit. Providing the gangway gates properly align with bollards and fenders on wharves, then there is the potential for much faster passenger loading.  

There is one negative observation to be made. When Alan Payne designed the First Fleet Class vessels, he made a special effort to ensure all seats on the main and upper decks had a wide field of view outside. Sydney Harbour is beautiful and passengers expect to be able to view it unimpeded. The raised foredeck on the Catherine Hamlin, with extensive outside seating and stairs to the upper deck, will block the forward view for passengers sitting inside on the main deck. This is certainly disappointing.

Operational trials will commence soon in Sydney Harbour, but the Catherine Hamlin will not be in service for a little while yet - perhaps sometime in January. We will know by then more about its operational performance, such as the wash it pulls at high speed (quite a bit, based on early reports), its manoeuvrability and fuel consumption. Perhaps we will also learn how the fleet acquisition strategy dovetails with network design plans and the wharf infrastrucuture improvement program.

New Ferries and the Eastern Suburbs

When it was announced in November 2014 that Sydney was getting six new Inner Harbour ferries, expectations were raised that they would be "some of the fastest on Sydney Harbour", operating on Inner Harbour routes from Watsons Bay to Cockatoo Island.

Unfortunately, fast ferries don't always work well in urban transit systems. 

As observed astutely by Kamen and Barry (2006): 

"Wheels on steel rails or smooth concrete ... produce negligible resistance compared to the frictional and wavemaking effects of a hull in water. And land vehicles enjoy essentially 100% propulsive efficiency between driveline and useful thrust.  Public land vehicles also benefit from an economy of scale: A single operator can drive a train that moves well over a thousand commuters, or a bendy bus or multi-car streetcar holding a hundred or more passengers."

Frictional resistance of a vessel hull in water is significant. As Kamen and Barry noted, "propulsion power is roughly proportional to speed cubed, and most costs are therefore also proportionate to speed cubed or at least squared." 

This is why Sydney Ferries' SuperCats, operating at speeds of up to 26 knots to Rose Bay and Watsons Bay, need to be refuelled daily. The more sedate First Fleeters, with a maximum speed of 12 knots, only refuel once a week.

Fuel and maintenance costs are not the only issues. Australian Maritime Safety Authority (AMSA) standards are more demanding for a ferry operator when a vessel's propulsion power exceeds 750 kW.  Vessels in this category must be driven by a Marine Engineer Driver (MED) Grade 1. Most Sydney Ferry masters are not qualified at this level. 

For this reason, I'm guessing that the new Inner Harbour ferries, due to enter service later in 2016, will have a propulsion power of 749 kW. They will then only require an MED 2 at the controls, but reach a modest speed of 20 knots at full throttle. That will be about the limit, given the superstructure and passenger capacity proposed for the new vessels.

There's nothing wrong with 20 knots for most of the Inner Harbour. The geography of Sydney means a slow ferry to Cremorne Point, Kurraba Point or Balmain East competes quite effectively with land transport.

The real problem lies with Watsons Bay and Rose Bay. Even with improvements in passenger loading, the new vessels will not be able to keep the current Eastern Suburbs timetable if their maximum speed is 20 knots. 

Why not change the timetable then?

Timetables are constrained by mathematics as much as propulsion systems. It takes about 11 minutes for a SuperCat travelling at up to 26 knots in open water to make the 6.2 km journey from Rose Bay to Circular Quay. After adding time for passenger loading and unloading, the round trip can be completed in 30 minutes. That's tight, but one SuperCat can operate a 30 minute interval service to Rose Bay. With two SuperCats, it could be a 15 minute interval.

If the current Watsons Bay wharf was upgraded to a better design, a round trip to WB, with a stop at Rose Bay in both directions, could be completed in 60 minutes with a speed of 26 knots in open water. This would require two vessels with a 30 minute interval.

This neat scenario falls apart if a slower, 20 knot vessel was to replace the SuperCats. The 11 minutes from Rose Bay to Circular Quay goes up to 13 minutes. Rose Bay round trip goes from 30 to 34 minutes; Watsons Bay round trip goes from 60 to 68 minutes. Result misery. 

The 20 knot vessel option does not work for the Eastern Suburbs because, with clockface 30 minute headways, the slower speed will lead to long layovers at either end and an extra vessel added to the runnings: a very wasteful outcome all round.

So what's to be done about the Eastern Suburbs? My guess is that the SuperCats will continue operating on Eastern Suburbs runs for some time - and the new Inner Harbour ferries will probably not venture to either Rose Bay or Watsons Bay. 

What this means for Sydney's ferry fleet strategy is unclear. The First Fleet Ferries have plenty of life left in them. With nine First Fleeters and six new Inner Harbour boats to come into service over the next 18 months, there is capacity to expand the Inner Harbour network. This comes at a cost, of course. With the new Inner Harbour ferries, plus the recently announced four new Parramatta River ferries, the complexity of Sydney's diverse ferry fleet could be greater than ever.     

Ferry passengers of Sydney must wait with baited breath to see what transpires.
